8.1 Mayor Steele proclaimed October 2025 as “Small Business Month” in the City of Port Colborne and he encouraged all citizens to recognize and celebrate small businesses in Port Colborne
Mayor’s Report
Mayor Steele spoke about the National Day for Truth and Reconciliation on Sept. 30. He discussed the passing of Niagara Region Chair Jim Bradley. He thanked everyone who attended the Open House event on Oct. 9. He congratulated McKay Public School for winning this year’s Paint-A-Plow champion and thanked all of the students that participated. He discussed the recent raising of the Franco-Ontario flag and the People Helping People flag. He mentioned Customer Service Appreciation Week and highlighted the efforts of the City’s Customer Service staff. He spoke about the return of the Lighted Santa Claus Parade on Saturday, Dec. 6. He also invited children in the community to design the City’s annual Christmas card.
Staff Reports
13.3 a. Council approved the 2026 marina dock rates. Council also directed staff to present a report by February 2026 detailing transient and storage rates with comparators. Staff will be authorized to adjust seasonal and transient rental numbers going forward. The report will also include the total number of slips and a proposed plan for changes at Sugarloaf Harbour Marina regarding number of slips.
13.3 b. Council received an update on the proposed telecommunications tower to be located on private property at 611 Main Street West.
13.3 c. Council approved a City-initiated Zoning By-law Amendment (ZBA) aimed at reducing the parking ratio from 1.25 spaces per unit to 1.10 spaces per unit; and, updating the definition of “Apartment Building, Public.”
13.3 d. Council approved the establishment of an updated policy and regulatory framework for Additional Dwelling Units (ADUs).
Correspondence Items
13.4 b. Council supported a correspondence from Regional Council to strengthen laws, sentencing and parole restrictions.
13.4 d. Council supported a correspondence from the City of Welland about enhancing the Victim Quick Response Program.
13.4 e. Council supported a correspondence from the Town of Lincoln about bail reform.
Staff Remarks
Fire Chief Stan Double spoke about Fire Prevention Week and the recent Open House event. He thanked everyone who took part. He mentioned the ongoing Alarms for Life program. He spoke about attending a large-scale fire in the City of Welland, where Port Colborne firefighters helped to get the fire under control.
Director of Public Works Steve Shypowskyj thanked everyone for attending and contributing to the Open House event.
Chief Planner Erik Acs spoke about the completion of two of the City’s seven Housing Accelerator Fund milestones. He mentioned a report that will track the progress of additional milestones and will be provided to Council at a later date. He mentioned that there will be a presentation on the Official Plan review at the next Council meeting.
Councillors’ Remarks
Councillor Aquilina asked about the rates for parking at beaches used in the Honk App.
Councillor Beauregard said he appreciated the City website.
Councillor Bagu asked Fire Chief Stan Double about volunteer firefighter recruitment. He asked about the progress of construction on the Eagle Marsh drain bridge. He asked about how to reduce speeding on Clarence Street.
Councillor Bruno asked Chief Planner Erik Acs about when Council would receive an update of the Development Plan. He asked about what is happening at the site of a demolished building on King Street.
Councillor Elliott spoke about feedback he has received related to short-term rental rules and regulations in Port Colborne. He mentioned an upcoming chili cookoff at Lakeside Yacht Club.
Councillor Hoyle asked whether staff are continuing to check on the beach. He asked to learn what Council has passed for development in the last three years.
Councillor Bodner asked about paying for parking at the beach in the off season. He asked Public Works about the status of gates on road ends. He asked about charges for drainage related to additional dwelling units in the rural area.
