Port Colborne Marine Auxiliary Rescue shared its five-year stats with Council
Staff Reports
10.3 a. Council approved the continued partnership with Lighthouse Festival Theatre to operate and manage theatre programming in the Roselawn Centre.
10.3 b. Council approved changes in the Planning function in Port Colborne resulting from changes made by Provincial Bill 23. Council also approved having the CAO sign a Memorandum of Understanding for the Engineering Function and Services in Niagara and referred the 2024 Planning Service Agreement back to staff for review.
10.3 c. Council approved declaring two City-owned parcels of land on Invertose Drive as surplus.
10.3 d. Council approved declaring a City-owned parcel of land, which is Part of Lot 26 Concession 2, as surplus
10.3 e. Council directed staff to automatically update the urban storm sewer boundary to incorporate any new subdivisions or developments that are wholly located within the municipal boundary.
10.3 f. Council directed the Drainage Superintendent to advance the Point Abino Municipal Drain Engineer’s Report to a ‘Meeting to Consider.’
10.3 g. Council approved policies that will establish processes for when a vacancy on Council or the office of Regional Councillor occurs or when a Member of Council goes on a Leave of Absence
Items Requiring Separate Discussion
11.1 Council approved the 2024 Museum Annual Report.
11.2 Council directed staff to implement a proposed comprehensive public engagement plan related to short-term rental accommodations in Port Colborne.
11.3 Council authorized staff to complete the Wastewater Cured-in-Place-Pipe Lateral Lining Program, including works on private laterals, in designated priority areas. Council also directed staff to obtain written authorization from property owners prior to completing work on their private laterals.
11.4 Council reconfirmed their approval of the Contribution Agreement between the Canada Mortgage and Housing Corporation (CMHC) and the City for the Housing Accelerator Fund (HAF) approval in the amount of $4.3 million. Council also approved the list of housing-related projects that staff are recommending, in addition to the CMHC-approved initiatives, to be funded from the City’s HAF allocation.
Staff Remarks
City Clerk Charlotte Madden spoke about the ward boundary review open houses on May 14 and 15.
Fire Chief Stan Double discussed Community Safety Day, which took place on Saturday, May 10.
Director of Public Works Steve Shypowskyj spoke about construction on West Street related to the installation of new streetlights. There is also a project underway on West Street to install to pergolas on the promenade. On Clarence Street, a new watermain liner is being installed. He said a variety of other watermain projects in the city are also set to be completed by the end of June. The planned closure of the Lockview Park playground will begin May 20 and be completed by May 30.
Director of Development and Government Relations Gary Long discussed an upcoming meeting between the Mayor, City staff and the newly elected Member of Parliament, Fred Davies. He also mentioned Mayor Steele has spoken to provincial ministers about infrastructure funding for the City. He said he is looking to build relationships with new members of the federal cabinet. He spoke about potential changes from the province related to development charges. He concluded by discussing the Asahi Kasei open house, and the company’s planned start of operations in 2027, which remains unchanged.
CAO Bryan Boles spoke about a recent radio broadcast City staff took part in. He mentioned Clean Community Day, which will take place May 24. He reminded the public that all City buildings, except for the Museum and the Vale Health and Wellness Centre will be closed Monday, May 19. He spoke about the upcoming Arabella’s Pie Social on Sunday, May 25.
Councillors’ Remarks
Councillor Hoyle discussed the Mayor’s Youth Advisory Committee Spring Fling, which provided a donation to Port Cares. He mentioned that there are a variety of events coming up in the next few months, which can all be found on the Port Colborne-Wainfleet Chamber of Commerce website. He reminded residents that the Italian Canadian Culture Centre is celebrating its 90th anniversary.
Councillor Danch thanked staff for taking care of the items he has spoken to them about. He also congratulated Grant’s Gifts for celebrating 22 years in business on West Street.
Councillor Bruno asked Development about a vacant house the City owns. He then asked Public Works about a sign that is using an old City logo.
Councillor Bagu spoke about the Library’s My Dream Borrow contest. He also asked the City Clerk about when the names of the healthcare advisory committee members will be announced.
Councillor Aquilina thanked Director of Development and Government Relations Gary Long for discussing the Asahi Kasei open house. She thanked Public Works for considering her requests related to speeding. She said she was notified that a section of Miller Road would be upgraded.
Acting Deputy Mayor Elliott thanked City gardeners for their work in local parks. He also discussed the Clarence Street and West Street intersection and asked when the project there would be completed.
