8.1 Council approved a one-time exemption to the City’s Dog Control By-law 4930/155/06 to allow up to four dogs at 27 Runnymede Road, subject to conditions. The dogs must remain licensed, not cause issues, and cannot be replaced if one is lost. The exemption can be revoked if problems arise.

Mayor’s Report

Mayor Steele began his report by noting that May is Building Safety Month – emphasizing the 70th anniversary of the Ontario Building Officials Association and its role in strengthening building inspection standards and supporting the professional development of building officials across the province. He announced Port Colborne’s public engagement opportunities for the draft Community Health & Wellness Action Plan, and invited residents to review the plan and share their input online, via paper surveys located at City Hall, the Port Colborne Public Library, the Vale Health & Wellness Centre, and select community locations, or at in-person open houses from May 20 to June 25, as well as at the Farmers’ Market and upcoming virtual information sessions. He highlighted 610 CKTB’s Round Table Road Trip, which featured Port Colborne with discussions surrounding the City’s economic development, tourism, museums, water rate efforts, and progress on healthcare, including the new Healthcare Committee. He also recognized Municipal Clerks Week, thanking Port Colborne’s Clerk’s Department for their important behind-the-scenes work and reminding residents that the Clerk’s Office is the primary contact for 2026 municipal election information, with the nomination period now open. He noted the May 4 Community Living Port Colborne – Wainfleet flag raising to mark Community Living Month and promote inclusion for people with intellectual and developmental disabilities, and shared his participation in the 2026 Annual Conference of the Great Lakes and St. Lawrence Cities Initiative Conference in Hamilton, which brought together hundreds of municipal, Indigenous, industry and environmental leaders from across Canada and the United States to discuss the future of the Great Lakes – St. Lawrence Seaway region. He also highlighted his involvement as a panelist during the “Building the Fresh Coast Economic Corridor” panel which explored opportunities to strengthen the regional economy through strategic infrastructure investment, marine transportation and port development, supply chain resiliency, workforce attraction, and cross-border collaboration.

12.3 a. Council approved the extension of the current amendment to the Niagara Region Courts Inter-Municipal Agreement (NRCIMA) to continue the Red Light Camera (RLC) program as part of the Niagara Region’s broader Vision Zero Road Safety initiative.

12.3 b. Council approved the billing of the Biederman Drain and related by-law.

12.4 a. Council received notice of Niagara Region Council’s approval of the Niagara Region Waste Strategy.

12.4 b. Council received correspondence from the Ministry of Agriculture, Food and Agribusiness regarding a proposed series of legislative changes to protect Ontario’s agri-food sector in the face of trade disruptions and global uncertainty.

12.4 c. Council received the Town of Grimsby’s comments on the Ministry of Municipal Affairs and Housing Proposal.

Staff Remarks

City Clerk Charlotte Madden celebrated Municipal Clerks Week, May 3-9, 2026, and recognized the important work clerks do in supporting transparent local government.

Director of Public Works Steve Shypowskyj thanked everyone who attended the City’s annual Earth Day tree giveaway in support of Port Cares at the Port Colborne Farmers’ Market on May 1. He said Public Works teams have recently completed renovations at the museum, which included the installation of new structural floor beams. He said Public Works has also initiated the roof replacement at the Roselawn Centre and asked for the public’s patience during ongoing construction. He said the new Licensed Child Care Centre at 76 Main Street has officially broken ground, with excavation to the foundation currently underway. He also shared that seasonal traffic delineators have been installed, with additional locations planned for Sherkston Road off Highway 3. He shared that the Tennessee Avenue Gates are being reinstated over the upcoming week. He also shared that park washrooms and the H.H. Knoll Lakeview Park Spray Pad will begin to reopen for the Victoria Day long weekend, and that the Public Works teams have started adding furniture to the new pergola area on West Street.

Councillors’ Remarks

Councillor Bodner noted that he and Councillor Aquilina attended the dedication of the new Grace Church on Empire Road. He raised concerns about vandalism involving the Bell cable on Lorraine Road.

Councillor Hoyle said he liked the furniture in the West Street pergola area and asked about lighting. He added that many international cruise ship visitors support local businesses.

Councillor Bruno asked for clarification regarding potential paid parking in municipal lots.

Councillor Aquilina discussed her recent visit to Grace Church alongside Councillor Bodner. She spoke of the upcoming ribbon cutting ceremony for the new accessible ramp at Roselawn. She also spoke of Roselawn’s upcoming art auction. She raised speeding concerns at Pleasant Beach and proposed speed bumps as a deterrent for speeding.
