Mayor’s Report

Mayor Steele congratulated Pickadilly Books and Coffee on their grand opening at 218 West St., noting that the new bookstore and coffee shop marks an exciting addition to the Port Colborne business community. He also highlighted the success of the recent Cardboard Boat Races at Sugarloaf Marina, thanking everyone who attended and congratulating participants on making the second annual event another strong community celebration. He went on to recognize important funding announcements affecting the community and the broader Niagara region. This included new primary care investments through the Niagara Ontario Health Team, Ontario Health, and the Ontario Ministry of Health, including $4,750,300 for a South Niagara proposal involving Bridges Community Health Centre and the Welland McMaster Family Health Team to improve access to primary care for approximately 9,000 residents in Fort Erie, Port Colborne, and Wainfleet. Mayor Steele also acknowledged the $8 million investment in Allied Marine & Industrial through the Ontario Shipbuilding Grant Program, noting that the funding reinforces Port Colborne’s longstanding connection to the marine sector and supports future local job creation and economic growth. Mayor Steele also encouraged residents to participate in upcoming engagement opportunities related to the City’s New Official Plan, which will guide land use, growth, infrastructure, and environmental protection in Port Colborne through to 2056. He noted that public open houses would be held at the Vale Health & Wellness Centre on July 16 and July 22, and emphasized the importance of community input.

Regional Councillor’s Report

Regional Councillor Vance Badawey discussed the Niagara-wide review of municipal governance and service delivery involving Niagara's 12 municipalities and the Regional Municipality of Niagara – emphasizing that the objective of the review process should be to evaluate where municipal services are best delivered across the region. He said that the review should be guided by the principles of efficiency, effectiveness, value for taxpayers, accountability, and long-term sustainability. He concluded by saying that by working together, Regional Council and the 12 local municipalities will ensure that any recommendations that are developed will be through a transparent, collaborative process that are in the best interests of all Niagara residents.

Staff Reports

13.3 f. Council approved amendments to Nickel Beach parking penalties in Zone 1 and Zone 2 and an adjustment to the Zone 3 parking footprint.

Receipt of Correspondence Items

13. 4 a. Council received correspondence from the Township of McGarry calling on the Province of Ontario to conduct an immediate review of the OPP Municipal Policing Billing Model and the policing funding structure for unorganized territories.

13. 4 b. Council received correspondence from the Minister of Justice and Attorney General of Canada and Minister responsible for the Atlantic Canada Opportunities Agency regarding the Bail and Sentencing Reform Act (Bill C-14).

13.4 c. Council received correspondence from the Ministry of Municipal Affairs and Housing regarding an amendment under the Planning Act to support a new framework for developer-identified parkland dedication.

13.4 g. Council received correspondence from Village of Burk Falls’ Cancer Clinic Petition, ensuring the Cancer Clinic remains in the Huntsville District Memorial Site.

13.4 h. Council received correspondence from the Office of the Integrity Commissioner for the City of Port Colborne.

Items Requiring Separate Discussion

14.1 Council received an update on the Business Case for Establishing Municipal Services Corporations in Port Colborne.

14.2 Council received an update regarding community engagement for the City of Port Colborne’s new municipal website project.

14.3 Council approved the assumption of the Primary and Secondary services for Meadow Heights Subdivision Phase 2, Stage 1-3 (Plan 59M-195), as set out in the accompanying by-law.

14.4 Council approved the Agreement of Purchase and Sale between the City of Port Colborne and West Pier Inc. regarding the purchase of 15 King Street.

14.5 Council approved entering into the Agreement of Purchase and Sale with PWG Invertose Inc. for the City parcel legally described as Part of Lot 27 Concession 3, Part of the Road Allowance Between Lots 26 & 27 (closed by By-Law No.567 as described in Inst. BB53056) Geographic Township of Humberstone, now in the City of Port Colborne.

14.6 Council approved proceeding with the third and final reading of By-law 7232/54/24 with amended changes, to adopt the Wignell Municipal Drain Report as prepared by Paul Marsh of EWA Engineering Report.

14.7 Council supported correspondence from the City of Mississauga requesting a provincial review of benchmarking, funding formulas, and length-of-stay standards for emergency shelters serving women and children experiencing intimate partner violence.

14.8 Council supported correspondence from the Town of Caledon requesting Provincial support, funding and coordinated plans to combat tick borne diseases.

14.9 Council referred correspondence from Tay Valley Township regarding reinstating the requirements for compliance with the Freedom of Information and Protection of Privacy Act back to staff for further review.

Staff Remarks

  • Director of Public Works Steve Shypowskyj noted an upcoming closure on Welland St., between Main St. E. and Killaly St. E. on July 15 to allow for new asphalt paving.
  • Chief Administrative Officer Bryan Boles made note of a Special Meeting of Council on August 11. He discussed the upcoming Canal Days Marine Heritage Festival, presented by GIO Rail, and said he is looking forward to welcoming many community members and visitors to Port Colborne.

Councillors’ Remarks

  • Councillor Aquilina thanked the Public Works Department for answering her questions. She expressed her support for the Nickel Beach report, and inquired about Nickel Beach funding.
  • Councillor Bagu discussed concerns about bicycle riding and scootering use on the canal promenade, and inquired whether rules or a by-laws govern the activities.
  • Councillor Bruno noted that the road surface feels bumpier following the recent rail crossing construction on Main Street. He also inquired about traffic concerns on Highway 58, parking stall markings within City lots, and side street parking enforcement around Nickel Beach and at the marina.
  • Councillor Elliott asked about bridge availability signals. He also inquired about parking fees at the marina and cyclists on the canal promenade.
  • Councillor Danch discussed the walking path behind the Sugarloaf St. Condos.
  • Councillor Hoyle asked about increasing by-law's presence at Nickel Beach and Cedar Bay Beach during peak summer days. He asked for a garbage pail to be placed at West St. and Princess St.
