The City of Port Colborne is constructing water and wastewater infrastructure in the East Side Employment Lands along Progress Drive North, Progress Drive South, Highway 140 and Third Concession. The project will provide servicing for more than 300 acres of undeveloped land for future industrial and commercial development.
Project Location
Progress Drive North, Progress Drive South, HWY 140, Third Concession
About the Project
In 2024, Asahi Kasei announced it had selected Port Colborne to be the home of its new Battery Separator Plant, which is being constructed on Highway 140, north of Forkes Road.
For this development to be serviced, the City committed to provide water and wastewater servicing through its East Side Employment Lands (Progress Drive North and South) up to Third Concession. When complete, these new pipes unlock over 300 acres of undeveloped land ready for commercial and industrial businesses to develop.
This is the largest infrastructure project the City has completed to date. It includes 2.6km of watermain and 5.8km of sanitary pipes.
The design of this project began in 2024 and was completed in April of 2025. Construction began in July of 2025, and expected to be complete by September of 2027.
Project Updates
All pipework is complete except for the watermain along HWY 140 between Second Concession and Progress Drive South.
Construction of the sanitary pump station for the East Side Employment Lands started in October 2026 and is expected to be completed by September 2027.
