The City of Port Colborne is committed to reducing energy consumption, improving energy efficiency and lowering greenhouse gas emissions through sustainable municipal operations and long-term conservation planning.
These efforts help reduce the City's environmental impact while managing energy costs and municipal resources responsibly.
Climate Change & Net Zero Goal
The City of Port Colborne is committed to reducing greenhouse gas (GHG) emissions, improving energy efficiency and taking action to address climate change.
As part of its 2023–2026 Strategic Plan, the City established a goal of reaching net-zero energy by 2040. To support its climate objectives, the City has developed a Corporate Climate Action Plan [PDF/10.3MB] that identifies opportunities to reduce emissions from municipal buildings, vehicles, infrastructure and operations.
Corporate Climate Action Plan
In February 2026, the City completed its Corporate Climate Action Plan as part of the Partners for Climate Protection program. The plan identifies potential actions and pathways to reduce greenhouse gas emissions from City operations.
The plan focuses on five areas:
Municipal buildings and facilities
Fleet vehicles
Street lights and traffic signals
Water and wastewater operations
Corporate solid waste
The plan evaluates different approaches to reducing emissions, considering environmental benefits, implementation costs and long-term financial impacts.
The Corporate Climate Action Plan evaluates several potential pathways toward net-zero emissions.
The report's recommended approach, called the Most Achievable pathway, targets:
40% reduction in greenhouse gas emissions by 2035.
80% reduction in greenhouse gas emissions by 2050.
Net-zero emissions by 2050, with carbon offsets used to address remaining emissions.
The report recommends this pathway because it would significantly reduce emissions at a lower estimated cost than the more aggressive alternatives.
These are the targets associated with the report's recommended pathway, rather than confirmation that the City has formally replaced its existing 2040 strategic goal.
The Corporate Climate Action Plan identifies several opportunities to reduce emissions from City operations, including:
Building improvements: Energy audits, more efficient heating and ventilation systems, lighting upgrades and potential solar energy installations.
Fleet improvements: Reducing fuel consumption through operational efficiencies and transitioning municipal vehicles and equipment to lower-emission alternatives.
Waste reduction: Reviewing municipal waste generation and identifying opportunities to reduce waste and improve diversion.
Energy-efficient facilities: Exploring standards to improve energy efficiency and reduce emissions in new municipal buildings.
Carbon offsets: Considering offsets for emissions that cannot be eliminated through other measures.
These initiatives are recommendations identified in the plan and would be subject to implementation decisions and available resources.
