Keeping Port Colborne’s Drinking Water Safe
Providing safe, reliable drinking water is a shared responsibility between Niagara Region and the City of Port Colborne.
Treating our Drinking Water
Niagara Region is responsible for treating Port Colborne’s drinking water. Water is drawn from the Welland Canal and treated to ensure it is safe to drink.
Once treated, the water travels to the Fielden Avenue Reservoir or Barrick Road Water Tower before entering the City’s water distribution system and making its way to homes and businesses throughout Port Colborne.

Drinking Water Licensing
The City is responsible for operating and maintaining Port Colborne’s water distribution system. Ontario has strict requirements in place to help ensure municipal drinking water systems are operated safely.
Under the Safe Drinking Water Act, the City must maintain a Municipal Drinking Water Licence and meet provincial requirements, including:
- a Drinking Water Works Permit
- an accredited operating authority [PDF/329KB]
- an Operational Plan [PDF/444KB]
- a Financial Plan [PDF/910KB]
These requirements help ensure Port Colborne’s drinking water system is properly operated, maintained, monitored and funded for the long term.
Our Drinking Water Quality Management System
The Drinking Water Quality Management System, or DWQMS, is a set of policies, procedures and objectives that the City uses to ensure the consistent delivery of clean, safe drinking water to our community.
Our Quality Policy [PDF/90KB] outlines that we are committed to:
- complying with applicable legislation and regulations
- providing customers with safe drinking water
- maintaining and continually improving the Quality Management System
These commitments guide how we operate and manage Port Colborne’s drinking water distribution system.
