Each year, the City of Port Colborne implements three major budgets: the levy, rate, and capital budgets.
Levy Budget
The levy budget addresses the operational costs of the city. These costs include:
- Wages
- Materials and supplies
- Utilities
- Contract payments for city programs and activities
This budget also allocates funds for debt payments and contributes to the capital budget.
Rate Budget
The rate budget focuses on the operational costs associated with water, wastewater, and storm sewer services. It includes:
- Wages
- Materials and supplies
- Utilities
- Contract payments specific to water, wastewater, and storm sewer activities
Similar to the levy budget, the rate budget also provides funds for debt payments and the capital budget.
Capital Budget
The capital budget is allocated for approving new capital projects and replacing obsolete tangible capital assets. It receives funding from both the levy and rate budgets.
