Building Permits & Fees

Building permits help ensure construction, renovation and demolition projects meet safety and building standards.

Before starting work, confirm whether your project requires a building permit. The City's Building Division reviews applications, issues permits and helps property owners understand the approval process.

Apply for a Building Permit

You can apply for a building permit online through the CityWide Customer Portal. The online portal allows you to submit applications, upload drawings and supporting documents, and track the status of your permit.

Important: A building permit must be issued before construction begins. Depending on your project, approvals from other departments or agencies may also be required.

When Is a Building Permit Required?

Many construction and renovation projects require a building permit, including new buildings, additions, structural changes and certain smaller projects.

All buildings are still required to meet the City's Zoning By-law regardless if a building permit is required.  As well, a Municipal Consent Permit may be required for your project if work is done in the municipal right-of-way.

Permit Requirements

If your project requires a building permit, you must submit an application to the City's Building Division for review. This process helps ensure your project meets the Ontario Building Code and other applicable regulations.

Construction cannot begin until your building permit has been issued. Before digging or excavating, be sure to request utility locates through Ontario One Call.

The Building Division is responsible for reviewing permit applications, issuing building permits and conducting inspections to ensure construction meets applicable building standards.

These are examples only. Other projects may require a permit or additional approvals. Contact the Building Division before starting work.

What You'll Need to Apply

Application requirements vary depending on your project. You may need to provide:

  • A completed building permit application.
  • A site plan showing the location of the proposed work.
  • Construction drawings, including floor plans, elevations and structural details.
  • A lot grading plan, where required.
  • Energy efficiency documentation, where applicable.
  • Additional technical information or approvals from other agencies.

Visit Project Resources for application forms, checklists, guides and sample drawings.

Building Permit Fees

Building permit fees depend on the type, size and scope of your project. A minimum application fee is required when submitting your application and must be paid before the review begins.

Additional fees may apply, including development charges, parkland dedication fees and other applicable charges.

All required fees and charges must be paid before a building permit can be issued.

Construction Without a Permit

Starting construction without a required building permit can result in additional fees, delays, orders to stop work and potential fines.
