Committee Description
The mandate of the Finance Committee is to:
1. on an ongoing basis, review and make recommendations on the financial affairs and related policies and procedures of the corporation, including, but not limited to, the preliminary operating and capital budget estimates, annual budgets v. actual, yearly reports as prepared by auditors, internal financial statements and other reports prepared by staff including budgets for boards and committees, etc. and all matters referred to it by Council;
2. be composed of the Mayor (ex-officio) and four members of Council, one representative from each Ward, to be appointed by Council for the term of Council;
3. at its first meeting elect a chair and a vice-chair from among its members who are not the Mayor;
4. meet a sufficient number of times as determined by the Committee to be adequate to fulfill its mandate but no less than monthly;
5. conduct its meetings in accordance with the rules established by By-law 4314/150/02, A By-law to Govern the Proceedings of Council and Committee Meetings and the provisions of the Municipal Act, 2001 S.O. 2001, c. 25, as amended;
6. report on its activities and/or with its recommendations to Council through Committee of the Whole following each meeting;
7. be authorized to hold public meetings as the Committee deems necessary to get feedback on issues and concerns affecting the financial affairs of the corporation and its residents;
8. be assigned the following staff to attend its meetings: The Treasurer and/or his designate(s) and a recording secretary.
