Vale Announced as Title Sponsor of Health and Wellness Centre

 VALE ANNOUNCES $1.25 MILLION COMMUNITY INVESTMENT IN

PORT COLBORNE'S NEW HEALTH AND WELLNESS CENTRE

PORT COLBORNE, December 8, 2011 - Vale today announced a $1.25 million investment in Port Colborne's new Health and Wellness Centre over the next 10 years. In recognition of this donation, the City of Port Colborne will rename the facility, "The Vale Health and Wellness Centre."

The Vale Health & Wellness Centre, located at the T.A. Lannan Sports Complex, will provide a state-of-the-art facility for sport, recreation, wellness, entertainment, and commerce. The 140,000 square foot venue will house two NHL-sized ice pads, an aquatic centre with both lap and leisure pools, a field house containing a double gym and fitness area, eight outdoor bocce courts and a walking/jogging track for all season use. 

"Our company has a proud history of support and involvement with the City of Port Colborne," said Del Fraipont, Manager of Vale's Port Colborne Refinery. "Supporting this new facility provides Vale with an exciting opportunity to further demonstrate our commitment to helping to make the community of Port Colborne a better place to live and work."

The Vale Health and Wellness Centre is a $32 million construction project that is expected to open its doors to the public in November of 2012. This multi-purpose facility is designed to create a community hub where citizens of all ages can meet, enjoy and engage in leisure activities focused on health and wellness.

"Vale has been a long standing partner within our community. This investment strengthens their commitment to the City of Port Colborne," stated Mayor Vance Badawey. "This project introduces a one-of-a-kind facility for the Niagara Region and we are extremely pleased that Vale has chosen to team up with us."

December 2011 Update

A quarterly flyer has been developed and will be distributed to the community to communicate updates on the project.
Vale has been named the major sponsor with a $1.25M donation. The facility will named the Vale Health and Wellness Centre.
The City and their Consultants have been progressing on the development of the following:
Cost/Budgeting
The total project budget is $32,249,000.

Schedule and Status
Bi-weekly construction meetings are taking place on Tuesdays at 10:00am. The next meeting will be held December 13, 2011.
A meeting to review I.T.; data; security and signage requirements.
A meeting with prospective programming and concession partners, fitness and retail vendors took place.  Proposals are due in January.
Expression of Interests for the Signage and the AV Contractor has been issued. The signage EOI and AV EOI will close in December. A contractor short list will be determined in January.
The project is tracking to the scheduled completion of late 2012.

Construction Phase
The storm water retention pond work is complete.
Steel structure has been erected. Structural steel work is expected to be complete by the end of the year.
Concrete and mechanical work for the pools are complete.
Construction of the arena change room walls floors and mechanical systems is ongoing.
Roof assembly over arenas is underway and expected to be complete by the New Year.
Wood decking installation over the pools is complete.
Precast floor construction is underway at the bleacher sections.
The building is scheduled to be closed in by January.

Implementation of Leadership in Energy and Environmental Design (LEED)

Ground Breaking Ceremony - August 9, 2011

MAYOR'S SPEAKING NOTES

Good afternoon Ladies and Gentlemen.

Today marks another milestone in our city's desire to both invest in our future while contributing to the overall character of the Niagara Region.

Today, the City of Port Colborne is once again, breaking new ground..

...building a one of a kind facility here in the Niagara Region...proudly contributing a new destination not only for the residents of Port Colborne, but as well the entire region and beyond...

...and although we celebrate the WHAT...the building of a new multi-million dollar facility.

...today we recognize the HOW...how we came to this point.

It has been decades of hard work from many individuals...individuals dedicated to ensuring that the City of Port Colborne offers more tomorrow then it does today - ensuring that our community is better in the future then the way we found it.

This is something that has been instilled in us by our parents and theirs before them, certifying the strength upon which our community was built and continues to be built today.

I can't name all the individuals that have been a part of this project - there are too many and I don't want to forget anyone - you know who you are and I thank you for your community passion and commitment to the future of our city.

However, there are two that I would like to name and thank...

...the federal and provincial governments - if not for you, this project simply would not have happened. You are to be congratulated for your commitment to building communities.

Your commitment to investing in your cities has enabled a city of our size to leverage $11.8 million, building it to $31 million.

And WE didn't stop there. Ladies and Gentlemen look around - the investments that are currently underway throughout our city, proves that a community that works together, walks together forever.

The federal and provincial governments - the region - our community, including all community organizations, the business community, individuals, city staff...investing in our city, continuing to build community...

...and if not for the fact that we are working together, it simply would not happen.

Once again, a community that works together, walks together forever!

Congratulations Port Colborne, together, we are getting it done!!!!

June 2011 Update

A quarterly flyer has been developed and the first issue was distributed to the community to communicate updates on the project.
The City and their Consultants have been progressing on the development of the following: 

Cost/Budgeting

The total project budget is $32,438,600.

Schedule and Status

A ground-breaking ceremony is scheduled for the end of July.

Bi-weekly construction meetings are taking place on Tuesdays at 2:00pm. The next meeting will be held June 28, 2011.

The first commissioning meeting is scheduled for June 28th.

Construction/excavation started the week of May 23rd, 2011.

The project is scheduled for completion in late 2012.

Construction Phase

The Teeder Kennedy Arena has been taken down in its entirety. The demolished materials are being sorted before being removed from the site.

Excavation for foundations and footings of the main building has commenced.

Concrete has been poured for the foundations. Rebar is also on site and being installed in the foundations and capped where necessary.

The site has been rough graded and services have been marked.

The Contractor and their sub trades confirmed the electrical duct bank installation is expected to be complete in early July.

Concrete masonry units were delivered to site and the masons are ready to start once the steel is delivered and erected. Steel Con has confirmed they are on schedule with the first delivery of steel expected in August.

Hoarding was installed around the location of the proposed storm water management pond. Public pedestrian routes will be maintained during construction.

The General Contractor will be working in the boulevard during the next 2-3 weeks installing services and grading. Vehicular traffic may be interrupted.

May 2011 Update

Health and Wellness Fact Sheet # 1

The City and their Consultants have been progressing on the development of the following:

Cost/Budgeting
A pretender estimate was received January 19th with a total construction cost including a construction contingency estimated to be $28,343,000.  The total project cost was estimated at $32,067,800.

Schedule and Status
The retender was issued February 8th and the closing date was extended to March 22nd. Seven (7) addenda were issued during the tender.

Five (5) bids were received from eight (8) of the re-prequalified contractors.

Aquicon Construction was the lowest bid at $26,396,000 (construction only).  Alternative price #1 was recommended to be added to the contract (fit out field house at $330,000) for a total construction contract award of $26,726,000.

After reviewing the bid documents, MJM and MHPM recommended the City award the project to Aquicon. 

The project is tentatively scheduled to begin construction in May. Completion is scheduled for late 2012.

Council Approval
A Report to Council was prepared and reviewed by the Advisory Committee on April 6th. A special Council meeting was held April 13th where the report reflecting the Advisory Committee's recommendation to award the project to Aquicon was approved.

Council voted 7-2 (in favour) of awarding to Aquicon and approved a total project cost of $32,249,000.

Construction Phase
The preconstruction kick off meeting was held on Thursday, April 28th.

The City will complete vacating the arena and bocce trailer prior to the General Contractor occupying the site.

Aquicon will begin mobilization on site and installing construction fencing around the perimeter of construction zone in May.

 

Implementation of Leadership in Energy and Environmental Design (LEED)
A LEED meeting and a commissioning meeting will be held the same day as part of the construction start-up meeting.

Some credits have been affected by the value engineering revisions.  The team is still targeting LEED Silver. The cushion allowing for rejected credits has been reduced. Some credits rest with the City to determine if feasible.  These could potentially add credits to the total estimated to date.
